Official Ontario news release · September 10, 2026 · Ministry of Natural Resources

An Ontario food business and its directors have been fined a total of $27,000 for importing and selling prohibited invasive species:

CK Frozen Fish and Food Inc. of Scarborough, along with its directors, Rakin Niloy of Scarborough and Mohammed Rahman of New York, were found guilty of importing and selling prohibited invasive species. The business was fined $15,000. Niloy and Rahman were each fined $6,000.

The Ontario Court of Justice heard that on January 22, 2025, conservation officers were conducting commercial fisheries inspections in the Scarborough area and inspected CK Frozen Fish and Food Inc. During the inspection, officers located and seized five cases of frozen snakehead fish that had been imported from Vietnam.

Snakehead fish are listed as a prohibited invasive species under the Invasive Species Act, 2015. Ontario is helping protect native fish and wildlife populations by preventing the commercialization of invasive species.

Justice of the Peace Lena Crawford heard the case remotely in the Ontario Court of Justice, Toronto, on April 1, 2026.
