1. Open Municipal & Local Government and choose the city

   This site focuses on major cities.

2. If the by-law is missing, use the city site plus the Municipal Act, 2001

   Powers often come from that statute or the City of Toronto Act.

3. Permits and fines follow the current consolidation

   Not a social post.
